Strategic Counsel

Bernard Salomé specializes in the designing, implementation, negotiation and follow-up of major international projects, particularly in Africa and Eastern Europe. As such, he acts strategically for governments and private sector companies in the natural resources and social sectors. He has a recognized international experience and expertise, gained in over one hundred countries in support of government policies and public-private partnership structures.

Earlier in his career, he was responsible for the World Bank's Extraction Industries Review, in charge of the creation of policies in the mining, petrole and gaz sectors.

Bernard has also been head of the Economic Policy Office of the United Nations Interim Administration Mission in Kosovo. As part of his diplomatic career, he was Deputy Director of the G-7 Support Implementation Group in Moscow and, recently, Executive Director of the Millennium Foundation for Innovative Finance. At the beginning of his career, he was first administrator of the Organisation for Economic Co-operation and Development then economist at the World Bank where he worked mainly on employment, education and professional development matters.

Bernard is a writer, author and co-author of eight books and many articles. He has participated in many conferences and international negotiations and has worked extensively on professional development, education reform and health issues.

Bernard is particularly interested in intercultural dialogue, the principles of good governance and the enhancement of human and social capital.

Bernard joined HB Global in October 2011. He is based in Paris.
